ProGeorgia: Compliant Infrastructure for Quality Control Services

ProGeorgia State Table has built a nationally renowned quality control team recognized by the Georgia Secretary of State, funders, and partners across the State Voices network. The organization provides data quality services to 61 table partners throughout Georgia, ensuring voter registration cards meet rigorous standards before submission.

Overview

With support from Progressive Multiplier Fund, ProGeorgia undertook a careful legal and strategic planning process to explore expanding their quality control services beyond their existing table partners. The project required navigating
complex compliance requirements introduced by SB202, Georgia's 2021 omnibus election law. Rather than rushing to market, ProGeorgia invested in thorough legal research and landscape analysis to build sustainable infrastructure for future service delivery.

The planning phase established clear parameters for how ProGeorgia could offer services to            (c)(4) organizations and government entities while maintaining their 501(c)(3) status. This groundwork positions the organization to launch a pilot program in 2026 that aligns with the state's election cycle.

Progressive Multiplier Fund provided $35,000 for initial project development, and the timeline spans from August 2024 through the 2026 election cycle, with February 2026 targeted for beginning client services.

Key Strategies & Tactics

Legal Research: ProGeorgia worked with legal counsel to understand implications of SB202 and identify permissible client types. The team learned they could serve (c)(4) organizations and government entities through arm's length transactions with viewpoint neutral language, but could not provide services to political campaigns or parties.

Landscape Analysis: The organization planned a strategic assessment between August and November 2025 to evaluate Georgia's political environment. This analysis will examine the state election board's direction, investigation patterns from the Secretary of State's office, and county-level conditions reported by partners across Georgia's 159 counties.

Phased Implementation: ProGeorgia designed a measured approach that allows them to adjust their model based on findings. Options range from serving one to three non-table clients including the Secretary of State and friendly county boards, to establishing separate business entities for broader service delivery.
